RFI: Low Carbon Concrete


Southern California is one of the largest concrete markets in the country, with an estimated 15 to 20 million cubic yards of annual demand and approximately 5 million tons of cement consumption per year. The 2028 Olympic and Paralympic Games represent a generational opportunity to change that market, and this RFI is how we start.

The City of Los Angeles, City of Long Beach, and the County of Los Angeles, in partnership with USGBC California, are seeking information from manufacturers, ready-mix suppliers, precast producers, material innovators, and construction industry partners on commercially available and emerging low-carbon concrete solutions. This effort aims to drive awareness, create connections, and deliver pilot projects to secure 1 million tons of low-carbon alternatives per year by 2030.

Responses will directly inform a regional report released at Carbon Forward on September 17, 2026, and shape procurement policy and pilot opportunities across the region.

This is not a solicitation. Responses are voluntary and will be used for research and planning purposes only. No contract or purchase commitment is implied.

Los Angeles has established ambitious climate and carbon reduction goals, and embodied carbon in concrete represents a significant share of the region’s built environment emissions. The Games create a once-in-a-generation opportunity to act at scale.

LA28 as a platform for lasting change:

  • Demonstrate global leadership in low-carbon infrastructure
  • Accelerate clean construction markets in California
  • Create demand signals for scalable low-carbon materials
  • Align Olympic-related improvements with long-term climate strategy
  • Develop a replicable playbook for other cities to decarbonize concrete

Where these materials will be used:

Infrastructure improvements across corridors serving Olympic venues and related districts, including sidewalk replacement and widening, streetscape and curb infrastructure, planters and landscape hardscape, retaining walls, transit-oriented infrastructure, and plaza and pedestrian realm improvements.


This RFI is intended to:

  • Identify scalable, low-carbon materials suitable for public works applications
  • Understand manufacturing capacity and regional supply readiness
  • Evaluate embodied carbon reductions compared to conventional baselines
  • Assess cost competitiveness and lifecycle value
  • Inform procurement specifications and performance-based standards
  • Support the Carbon Forward report releasing September 17, 2026
  • Lay the foundation for future policy and investments in decarbonization

Who should respond: Ready-mix concrete suppliers, cement and binder system manufacturers, precast and modular system providers, material technology companies, contractors and builders with relevant project experience, and equipment providers supporting low-carbon construction.

Multiple product submissions are encouraged. You may submit the form more than once if you have distinct products to represent.


Deadline: Responses are requested by June 30, 2026 to be included in the Carbon Forward report.

Format: Online form. EPDs, technical data sheets, and case studies can be uploaded directly within the form. The form takes approximately 20–30 minutes to complete.
