USGBC California is partnering with the Harbor Community Benefit Foundation (HCBF) on Healthy Homes for Wilmington to develop partnerships with local community-based organizations and provide educational resources and installations of green technologies for single-family homes, including heat pump water heating, induction cooking, and electric vehicle (EV) charging.

Climate Resolve evaluated heat pump retrofits completed by USGBC-CA in sixteen (16) Wilmington and San Pedro residences by developing a greenhouse gas (GHG) life cycle analysis (LCA) Excel tool to compare conventional/natural gas fueled water heating and HVAC systems to TECH-qualified heat pump systems.

From August 2023 through August 2024, USGBC-CA engaged residents of Wilmington and San Pedro through a series of tabling sessions, community meetings, and direct outreach activities, collecting 58 survey responses to gauge attitudes and awareness around electrification.

USGBC-CA performed pre-electrification upgrades and replaced an aging gas tank water heater and gravity wall furnace with a heat pump water heater and mini split heat pump HVAC system in August 2024, both at no cost to the property owner.

Electrifying Healthy Homes for Wilmington

Under a Quick Start Grant from TECH Clean California, USGBC-CA and Climate Resolve implemented heat pump installations in the port-adjacent communities of Wilmington and San Pedro in Los Angeles. The retrofit projects generated data to identify key performance indicators (“KPIs”) associated with building electrification to inform green financing strategies for energy efficiency projects. The goal was to quantify the effectiveness of heat pump retrofits in affordable housing and identify a measure and verification process that would be acceptable for use of green finance proceeds.

Healthy Homes for Wilmington was developed by the Harbor Community Benefit Foundation (HCBF) and USGBC California and is supported in part through funding from the Los Angeles Department of Water and Power (LADWP) Community Emission Reduction Grants Program, the California Market Transformation Administrator (CalMTA), and a TECH Clean California Quick Start Grant. 

The Harbor Community Benefit Foundation (HCBF) is a unique non-profit organization that was established in 2011 to respond to community concern about the cumulative environmental exposures in the harbor area – including increased air emissions, water pollution, traffic safety issues, noise impacts, land-use challenges, and general quality-of-life concerns.
