Coalition Discusses Glendale’s New Air Conditioner Code


Link to Glendale News-Press (Dec. 21, 2025) | Glendale’s local government and that of other cities across California are taking steps toward reducing greenhouse gas emissions and improving energy efficiency. The Glendale Environmental Coalition, a grassroots group, hosted a webinar and Q&A on Monday, Dec. 8, to discuss the city’s recently adopted air conditioner to heat pump (AC2HP) reach code.

At a meeting on Nov. 18, the Glendale City Council approved the AC2HP code ordinance, which requires property owners to install heat pumps or implement energy efficiency measures when air conditioners are altered, replaced or installed in existing single-family homes, duplexes and town homes. The policy does not apply to an AC system being repaired.

During the Zoom webinar on Dec. 8, presenters Michael Rochmes, Policy and Advocacy coordinator at U.S. Green Building Council (USGBC) California, and Brett Markey, owner of Hilo Aire, broke down Glendale’s AC2HP reach code requirements and explained how heat pumps function, while addressing available incentives and cost differences between the systems.
